His self appointed man Medvedev did a good job filling in so Putin could take care of major matters of state which he could not do as President----one was to convince the Russian Congress to extend the presidency to three 6 year terms which means putin and his United Russia Party can now hold power until 2024 during his tenure. The heirarchy at the Kremlin is giving solid support to Putins Presidential bid, which he is almost assured to win despite the fact that there are and will be many thousands of protesters as was true when Gorbachev was President but Putin has taken Russia from Boris Yeltsin and stabliized the economy and refurbished the military and Russia also has a new and acceptable image in the West.

First year in office:

• Putin and his Kremlin staff increased the GDP almost 72 percent...And poverty decreased by more than 50 percent!!
  
• An across the board 13 percent flat income tax helped the economy, workers and households.
  
• Average monthly income went from about $80.00 per month USD to about $640.00
  
• Putins approach was macroeconomic management,importaant fiscal reforms and a confluence of high oil prices surging capitol inflows and access to low coast

Putin also controls the Silvoki which is the inner circle of military and intelligence and those who control the various key positions in districts and regions throughout all of the Russian Federation.
Putins strentgth is his leadership--like it or not--leader syas and leader does and most of the time Russia has greatly benefitted from the decisions Putin and his inner Kremlin circle of associates have made. Russia is now the largest exporter of oil of any country in the world!! And with that has come huge revenues... As Prime Minister he beefed up oil production and marketing for Russian oil worldwide which produces its own oil and has two major pipelines, one which has been running through Ukraine for years and now Nordstream running thru the Baltic Sea to Germany and then distributed through Europe. Nordstream will give Russia even a much stronger supplier of gas and oil and hopefully avoid confrontations between Ukraine and Russia as both countries almost went to war once regarding the pricing and oil agreements not adhered to properly.

Nordstream is a new line was just turned on by Vladimir Putin September 7, 2011 and the Warsaw Journal reports that Nordtream had been opposed for a longtime by Polands Radoslaw Sikorski as it links the project with the 1939 Molotov-Ribbentrop pact which divided polish territory between Russia and Germany. Polands opposition has centered around concerns that the pipeline could hinder access to seaports in Szecin and Swinoujscie. But the new gas pipeline will give Russia the power to deliver even more gas to western Europe and faster and diplomatically it hopefully will ease some tensions witrh its good neighbor Ukraine.!! Russia needs Ukraine-logistically-economically and most definitely militarily. For pricing and using Ukraine for the major Russian gas pipeline Gazprom. Gazprom has been running for years........and disputes between Ukraine and Russia continue!

Western europe consumes about 40 percent of its gas and much oil from the russian federation.This comes just as year before the united states presidential election and putin can now use his military,economic and diplomatic power to present a new russian image to the world..Like him or not he is a leader and many times leaders are not liked but command respect.
Putin says and putin does.!!! Putins early announcement gives the Russian leader the psychological advantage to impact on whomever becomes the next U.S. President and if Obama gets re-elected he will be dealing with Vladimir Putin and not Dimitri Medvedev. Anyone who has ever met or interviewed ansd looked into Putins eyes knows---he means busines and will not back down but he has been opening up opportunities for the United States to work with Russia especially on international security and the war against terrorism and Russia has a severe internal problem with terrorism.

And the fact is- Putin for the most part is accepted and will be elected in his country but meantime in the United States American voters still continue to procrastinate on whom they will vote for and this is not convincing at all to european diplomatic leaders. American political procrastination!! This procrastination by American voters has hurt U.S. credibility in the past several elections and the u.S. Is now being perceived as a country undecided and uncertain and lacking deciseiveness and leadership. Pressident Obama wants to get rid of all nuclear weapins and russia will never consent to that--to take that action is a sign of weakness and the U.S. could lose its strongest ally--militarily in the world.

That philosophy does" not sell" well with Europen countries--especially in the eastern bloc and Russia.!! But Putin announcing his presidential candiidacy should come as no surprise as he knows only too well. There may be a new presdent in U.S. Stronger in international relations and he wants to be ready for the change and definitely a new secretary of state.

President obama has had to deal with medvedev so far--but now if elected he will be dealing with putin who is well seasoned in international affairs,and international defense and also has learned a lot about geopolitical economics. Also Putin has control of the prestigious Silvoki--a prestigious "inner circle" group who has strong persuasion on the military and intelligence and diplomatic community but uniquely inter-locked with Russian society. And he is keeping the political, diplomatic and news analysts really thinking!!.......What is Putin up to now?? One thing for sure-having covered putin in ukraine and russia he is indeed a very " clever" and calculating leader and knows how to always stay one step ahead. It is his mindset but also the Russian mind.

Putin is going about espionage in a more diplomatic way than past leaders and he has surrounded himself with solid men and women especially in his public relations unit known as "4 vlast " or 4th power a special public relations unit inside the Kremlin.

Vasily Kushchenko had headed that unit and you may recall his daughter Anna Chapman-- who was one of those alleged " deep cover" spies and illegal agents. Anna Chapman aka Anya Kushchenko and deported back to Russia last year.......There is indeed much more to that "deep cover " Russian spy story than was reported but naturally government officials are not going to tell " all.... " the agents were investigated quite thoroughly by the FBI, but her father happens to be a top Kremlin officer.. And has much poitical ammunition to use against the U.S. if need be and is also the former Ambassador of the Russian Embassy in Kenya and was deeply involved with an internal Kremlin PR division known as 4 vlast or 4th power GOOGLE... Russian spy scandal reveals motive."Although the FBI said they had been intensely investigating these alleged illegals on mission impossible assignment for ten years or so ' but" they really did not do much or gain information--how do we really know......The Obama administration became quiet--the jetliner arrived on the runway and after negotiations the ten deep cover mission impossible spies were flown back overseas and the U.S. got 4 rather un-needed spies. Final score Russia 10 and the U.S. 4....The Federal Bureau of Investigation did a great job--biggest spy crackdown since the cold war right in the new york and washington D.C. Corridor but something kept thenm from following through and keep them detained for further questioning.....Why??? Just protocol to justify their very thorough and intense investigation....That question still has not been answered.!

Obama wants nuclear missles done away with and putin wants the missles as a deterrent and he is against the missle defense shield in easteren europe which the U.S. and NATO are constructing near the Russian border. Whoever becomesPresident next term better be ready because a stronger Putin is returning to office. And is definitely against terrorism.!!! .....And does not support illegal immigration in Russia.!!

United States and Russian relationship!!

The same country first in outer space-competition with the U.S. in Olympics and the rather peaceful "cold war ?" and Russia and the U.S. have worked together on other projects especialaly now to fight worldiwde terrorism. There was no war during the " cold war " and no real terrorist threats and thanks to Start Treaty for nuclear arms reduction it kept rogue nations from trying anything.! But now Russia and the U.S. Have a common enemy------terrorism,!!! In fact after the Bolshevik Revolution in October 1917 and it was the United States who first to recognize Lenin and the Bolsheviks which became the communist party as Ruissia was in deep social and economic despair at the time. Putin has also increased Russian patrol missions commencing in 2007 placing Russia back on the world stage as a major power and this sent a major message to the world that Russia was back on the map again with leadership and being productive..But a new Russia.!!!...More progressive.!!

In Ukraine----the first of the fifteen republics to break away from the old Soviet Union and a valuable asset-access to the strategic Black Sea- plus other assets but Ukraine people are quick to tell you they are "Ukraine" not Russia and then in 2004 came the pro west orange revolution.
After Putins agents succeeded in circumventing Yuschenko and Tymoshenko the Orange pro west victors with Russian backed Victor Yanukovich -- taking power the road to gain more control in eastern europe started to get easier again.,and of course Ukraine is the second largest country physically in europe and second militarily.

Victior Yanukovich was strongly backed by Putin and the Kremlin and when Yuschenko tried to institute all the pro west policies such as NATO membership, the missle defense shield and that is when Putin dispatched many of his " deep cover spies " into the Verkhovna Rada" the Ukraine parliament and circumvent yusdchenkos' pro west policies wanted by most people in Ukraine.!!!
Yanukovich who thinks Ukraine people should not speak Ukraine but just Russian is now in control as long as Russia feels he is working to their advantage Yulia Tymoshenko is still friends with Putin and they worked out a major gas deal.!! But Yanukovich supports most of Russia's policies much t o the chagrin of the United States and NATO.!!!

That includes the missle defense shield for eastern Europe which Putin hates!! The U.S. has already installed numerous patriot missles in Poland near the Russain border..

Russia now has control of the Black Sea. Which Russia dearly wants--plus Ukraine makes the best icbm missles in europe and it has many missle silos from soviet union days and its work force is extremely prolific and highly technological for many industries.!!! And the lease for Russias 7th fleet in Sevastapol has been extended by Yanukovich from 2017 until 2043 so Russia will have supreme control in the Black Sea and a major port outlet. This did not sit well with some members in the Ukraine Parliament and the U.S and NATO....Not so happy!!! Stay tuned!!!

Neither the U.S. nor russia has ever attacked one another although in the old days there were some close calls.....Remember--Putin is traditional and old school.!!! Their air patrols transmit with their submarines but in international waters and airspace.!! Point........Russia just does not do exercises unless it is for a reason.!!!

While actiung as Prime Minister Putin promoted the law to be changed so a Russian President can hold office for three terms of six years each and he could hold office until 2024 and meantime Russia keeps getting stronger and it has Ukraine in its pocket at least for now--but look for changes there also. Putin the military man and statesman ...Now Russian Czar!.!!!

Obama has done ok under very difficult situations but Americans want a change and need it and that puts the U.S. Back on top in the world stage -- economically - and diplomatically especially as our military is still strong. And if we have to share that spot so much the better. Working closer with russia makes sense and keeps the "balance of power" in tact........Russians and Americans don't hide in caves and don't crash commercial jetliners into buildings. Terrorists hiding in caves or in other communities and countries do.!!

Terrorism will start to diminish in many parts of the world......No one likes terrorism.!!!

Russia is a country with some different views but russia and the U.S. Are strong competition together for the world........It worked before - perhaps we should give it a try to work again because don't expect Iraq and Afghanistan to be there for us. Putin remembers only too well that the " cold war " worked and there was no real war.. Only fear of one.!!! Also Russia wants its allies to be strong and a better relationship with Russia can help us stay on top of major geo political developments and terrorism although it has been diminished but still there.

The start treaty signed back in the early 1990s for nuclear arms control and worldwide safety.!! And it worked.!!

The Start Treaty worked and united power makes for peace.That agreement was signed by George Bush Sr. and Mikhail Gorbachev July 31st 1991.!!!

Russia knows............They learned the hard way. In this new geo political world Putin himself realizes that some detente goes a long way and has reached out to the U.S. At different times--U.S. Officials should takes these overtures seriously in the ever changing geo political world. .And a country with 11 time zones. It takes a tough leader to be the Czar of Russia.. Largest country in the world.
